Contract Reform for a Financially Viable Human Service Sector

Most human service organizations receive the majority of their funding through government contracts. However, these contracts currently require those organizations to make up 20% or more of the cost of services they contract with organizations to deliver. This is unsustainable. As a direct result, an estimated 1 in 8 human service organizations is technically insolvent in Washington State. Funders, both from governmental entities and foundations, must change the restrictions and expectations associated with human service funding or risk losing these crucial services.

We are expanding our leadership team. The Campaign for 20% leadership group started as an initiative from Brave Commitments in King County. Brave Commitments focuses on children, youth, and family-serving organizations. However, Campaign for 20% is focused on all human service organizations receiving contract funding from governmental entities in Washington State. With the potential funding of a Working Group to review contract law, we want to ensure the Department of Commerce has a broad and representative group of leaders it can tap for input and advice as it reviews the impact funding has on our organizations.
